TT added my unpaid 2017 tax to my 2018 return but the IRS does not recognize it, where does it show up on 2018 return?

Please explain what you mean by    "TT added my unpaid 2017 tax to my 2018 return"

TurboTax never knows whether you paid your tax due when you file your return.  TurboTax only shows the fact that you had tax due in your online account, but TT does not know if, when or how you pay that tax.  Your 2017 tax due would not have been added to your 2018 return, so not sure what you are seeing that makes you think that.

What?  Turbo Tax doesn't know if you have unpaid taxes.  Why do you think it did?  You only need to enter your 2017 AGI to verify your efile.  Your 2018 return only covers 2018.  If you have a prior tax due the IRS will automatically take it out of any refunds you get.
