The problem being encountered by some Edge users (me too), is that your pdf document is being downloaded with  a ".txt" extension on the file...even though it is really a pdf file.  For some reason, most PDF documents from a number of sites open properly, but a few end up downloading with the wrong extension on the file

IF you just edit the filename after downloading it, and change the ".txt" to ".pdf"   it will then open properly as a normal PDF file.   Your other option is to just use IE11 or Chrome to download that file instead.

When a couple of us searched for a solution to this earlier this year, the problem seems to plague a small subset of Edge users with no particular solution found. One "supposed" fix was found as a download from a site in the Netherlands, but we weren't willing to trust that doesn't have malware attached.
