Why haven’t I still received my state taxes yet?  Did IRS take it?

No one would know why you have not received your State refund.  Only your state would know.  You would have to contact your State's Dept of Revenue for information.

Federal and state refunds come from completely separate entities,  There is no rule as to which one will come first or how much time there will be between their arrivals.
