It's not uncommon for a state refund to come first. It's unpredictable which one will be first.
First of all, did you efile the Federal? And how long has it been since you filed?
What information is displayed when you look up your refund at the IRS "Where's My Refund" site?

Sometimes there is a message there if there is a delay.
I have e-filed and it’s been 22 days since but When I check on my refund it says status unavailable and that I have a past due tax obligation but I received my state taxes
@Makil g The 21 days is only a target established by the IRS, it is not a guarantee.
If accepted by the IRS use the federal tax refund website to check the refund status - https://www.irs.gov/refunds
After the tax return has been Accepted by the IRS (meaning only that they received the return) it will be in the Processing mode until the tax refund has been Approved and then an Issue Date will be available on the IRS website.
