hello! I sent my 2019 taxes by mail and see that my check was cashed out. does this mean my return was accepted? will they be sending a confirmation via email? i just want to make sure it wasn't cashed by anyone else

You can always call the IRS to ask them over the phone if they have received your return. They will be able to check the progress of the return as well.
You can follow the instructions here to contact the IRS.
Could you please clarify what you mean by that you see that your check was cashed out?
I paid via check in the mail and I see in my bank account that the check was cashed out of my bank but I did not receive any notice from the IRS that my returned was accepted!
You can check your e-file status here. If your return shows "Accepted" more than 24 hours ago, then you can begin to track your refund on the IRS Where’s My Federal Refund? site.
Please see the links below for more information regarding your return:
this is a bit tricky because I did not e-file, I filed by mail and I did not receive a refund, I owed taxes.

If you did not use some type of tracking service from the US Post Office to get a return receipt required when the tax return was delivered from the IRS then you will not know when or if the IRS received the return. The IRS does not provide you with a confirmation of receiving the return. If you used direct debit for the taxes owed the IRS would have or will debit your account on the date you requested if they received the tax return.
