You haven't yet described your issue. "Wont transmit" is not enough info to go on.
Are you using Online TurboTax or the desktop version (CD/download)?
What and where is the roadblock?
Are you getting any error message? If so, what?
Is there any message when you go through the Review tab?
With more info someone might be able to comment.

I cannot transmit my Federal return L Repeatedly "WE NEED TO MAKE ONE MORE THING"
Really annoying, Same issue.
Have talked to 3 people over 2 weeks. Using laptop on-line version. 3rd person said to wait until 2/26. I just tried again. Review shows no errors. But still getting message that there is a form not able to transmit. Paraphrasing. I paid around $140
for your services.
If there are forms that are required for your tax return that aren't available yet, the program will not let you e-file. You can check the status of form availability in the below TurboTax FAQs:

I am having the same problem with the 2020 return software, but I do not see how to file only the federal return not the state return.
Using TurboTax Deluxe it should give you the option to submit your Federal return once completed and error free. You should be able to submit state separately- that is what I did

We're not sure what product you are using. You used the term "return software". Is that a desktop product (CD/download) installed on your computer? If you are using a desktop program (as opposed to Online TurboTax), the FAQ above won't apply to you, since it's for Online TurboTax (web version.)
In a desktop product you won't have to delete a state return or pay the state fee in advance in order to efile just the Federal. The FILE section should ask you what you want to file, and you should be able to indicate that you want to file both or just the Federal.
I am having the same issue! I am at the point where I have to hit the "Transmit My Return" Button, but have not been given the option to not file my state taxes yet.

So I should hit Transmit, it will take my inaccurate state amount out of my account that I owe, and then turbotax will refund me the difference once my state amount is updated?
