Responding to form 3531 electronically

Hi there,

I received form 3531 from IRS checked box 1 (Signature needed) and 4 (supporting documents such as W2, 1099 for my return amount noted there.  My question is , while turbo tax did not let me file electronically the original return, Can I respond to the supporting documents asked electronically to IRS for further communication with them? If yes, where ? I looked at where to file in IRS.gov site and did not find it easy to navigate for additional supporting document submission.

No one in the user forum knows why you could not/did not e-file instead of filing by mail.   Did you try to e-file?   Was it rejected?   If the return was rejected you could try to fix it and e-file it again.   But it depends on why it was rejected.

 

 

You received an email that we cannot see that tells you why your tax return was rejected.  

Some rejected returns can be fixed and re-filed.  Some have “un-fixable” reasons for the rejection and have to be mailed instead. What is the rejection code or rejection message? 

 If it was rejected for AGI—-be aware that many 2019 returns took so long for the IRS to process that your 2019 AGI might not be in the IRS system.   Try using zero instead.

 

If filing with zero is rejected then file again but select the option that you did not file last year.  The IRS does not see that question and it will allow you to e-file with no AGI question.

 

Or—-if you filed as a “non-filer” just to get the stimulus check on a 2019 return, try using $1 as the AGI.

If that does not work and you still cannot e-file, then print, sign, and mail your tax return.  And this time around, make sure you sign it in ink and include copies of your W-2's and any 1099's that show tax withheld.

Ok ... since you DID mail in the return trying to efile anything now is not allowed.  You need to sign the return you mailed in and send in the forms requested ASAP so the return can continue being processed.  Until you comply the return will sit in limbo.

It can't be e-filed. the IRS wants your actual signature and actual copies of form W-2 because you mailed in your return. 

 

Usually, Form 3531 has an address in the upper left corner to send the form. Lacking that address, I'd suggest sending it to the address specified here

use address for not enclosing payment.  be patient mailed in forms take months to process

Thank you for all of your response. Another follow up question; since i need to send postal mail for response as well, do I need to attached all the pages of for 1040 that send attached to their response or just the page for the signature is suffice? (i.e. page 2 of form 1040)

For 2020 tax returns, the extension period for NY / NJ and I am sure other states was extended to 01/03/22.  Rember that the IRS shut down efiling in early December 2021.  For those who pushed it to the end, you could not efile so your only choice was to paper file your returns.

I hope that answers the why paper file question from the perplexed poster and his equally perplexed user group.

Just use the return address on the mailing envelope. 

 

Since Form 3531 is merely a boilerplate form on which an IRS employee checks off documents requested of a taxpayer, there's not typically an address on the document, as there is on most IRS letters and notices. 

 

It's sent from the service center processing your return, so that's where the response needs to be sent.

 

If you no longer have the envelope, see the IRS' Where to File Paper Tax Returns With or Without a Payment page to find out the address appropriate to your state.
