Was the refund to go directly from the IRS to the TurboTax Card, or did you choose to pay any of your TurboTax product fees out of your Federal refund? If you have that payment option, a third-party bank is involved that we can tell you about.
My turbo fees where being taken out. Now we are talking about my 2020 tax refund. They finally released it January 16 2022. And turbo card rejected it because my husband's name wasn't on it. But now Noone will answer my calls nor my requests for help.

If you paid your TurboTax product out of your refund, the refund first goes from the IRS to an intermediary bank where the fees are subtracted. That process is handled by a company SBTPG. That intermediary bank then sends the rest of the refund to your account (bank or card) in a second direct deposit. If your card refused the deposit, the card's bank would send it back to SBTPG's bank, which will in the usual circumstance send you a check in postal mail. Occasionally SBTPG might send it back to the IRS, but that's less common.
Maybe you've already been trying to reach SBTPG. I don't know who you're referring to above as "no one."
You could try the SBTPG refund lookup tool, but I think it's only for 2021 returns at this point in time, so it may not find anything.
SBTPG also has a phone contact page at the following link. It also shows their business hours.

I'd try phoning first, but others have said they are not so easy to get. But SBTPG also has a help page which says: "Have questions about a tax filing from last tax season or earlier?"

Scroll down a little on that page.
Yes I've tried for months everyday to call SBTPG at several phone numbers and when i enter my SSN it always says number invalid and hangs up on me. And I've sent several inquiries through their web site with no answers. I even called turbo tax and they told me that a check was sent to the irs to return my refund. The irs says they haven't received it back.

SBTPG automated system may say your SSN is invalid if TPG's tool is comparing you to a 2021 return, when your situation is actually for a 2020 return.
You didn't say how long it's been since they say they sent a check back to the IRS, but if it's been a considerable length of time since they did, you may want to check with the IRS again, unless you just did so recently.
If no luck, then if you want, you can write the folks at TurboTax Corporate office. You can summarize your story and ask if Corporate will have someone reach out to you and either help you or advise you what to do.
NOTE: If you email them, do NOT post any sensitive information in your email such as SSN, DOB, etc., since the contact email is regular email, which is not a secure transmission.
if you want to contact the Intuit Corporate office, you can go to the page at the link below. Just below the page's large title, you'll see a screen-wide blue banner that prominently says:
"Do you have a question, concern, or feedback about an Intuit product or service?"
There is a "Send an email" link with an arrow. It goes to a designated person in the office of the president of Intuit, and they supposedly will assign it to the right team for review. Again, do not provide any sensitive personal info in that regular email.
First time they said they sent it back was Feb 3, 2022 then again they said March 9, 2022 but they sent $9259.61 was sent back but the irs sent $9634 . 61.

If it's only been a month, then maybe the IRS hasn't had time to process it. It can often take the IRS at least 2-3 weeks to issue someone a check after they received a returned refund, likely longer if it was returned to the IRS as a paper check instead of a returned electronic deposit. Allowing for time for the IRS to get it and process it, I can see it might take a month or more.
You appear to be getting information from "someone." You keep saying "they said", but I don't know with any certainty who "they"are. I thought you had not been able to speak to SBTPG. Is it SBTPG that you refer to as "they" or TurboTax Support? In any case, whomever you've been communicating with that gave you that information, you may have to keep communicating with them. This is a user community forum, and no one is going to know anything specific here.
As for the difference in amount, have you taken into the account the TurboTax product fees and additional service charge? That's a difference of $375 which is more than the usual product fees even with the additional 39.99 service charge (44.99 for California filers) for that payment option.
What product did you use, and was it a "Live" product or regular "non-live" product? Were there both Federal and State returns? Any add-on options like MAX?
If there is a discrepancy in the amount of fees charged; i.e., if you were not supposed to have total fees of $375 (which seems high even for something very expensive such as "Live Self-Employed"), you would need to discuss any fee issue with TurboTax Support.
TurboTax Support hours are 5AM-9PM Pacific (8AM-12 Midnight Eastern), 7 days/week
