So in 2022 I made 15,000 in 2023 I made 4 can I use my 2022 taxes  to file

No.  You have to file each year separately.  You have to report only your 2023 income on your 2023 return.  I'm not sure what you are asking about 2022?  Did you file a 2022 return?

@userlindajhernandez5 No.    Are you thinking of the "lookback" that people were able to use for earned income credit a couple of years ago?   There is no lookback for EIC now.   You can only use your 2023 income on a 2023 tax return, for whatever purposes.

And for the Earned Income Credit—-the rules are back to the “old” rules—

Those under 25 and over 65 without children are not eligible as they were uniquely in 2021.   And you cannot use your income from any earlier tax year to get the EIC for a 2022 or 2023 return.  There is no “lookback” for 2023.  EIC for 2023 will be based on the income you earned by working in 2023.

@userlindajhernandez5 So you were referring to the "lookback" from a couple of years ago hoping to use your higher 2022 income for EIC for 2023?  Sorry, that tax law changed and you cannot do that.   Any EIC you receive will be based only on the income you earned from working in 2023.
