No, you do not amend for a mailing address. You send in a change of address form and give the IRS the correct mailing address to use if they need to send you a letter or a check.

Look at your 1040V. It has the address printed on it. Mail it to the address on the voucher.
You should use the address where you can receive mail from the IRS. If you can receive mail at your Texas address, no need to Amend your return.

Use the 1040-V mailing address related to your Texas address, if you are not amending.
