When the bank rejects the federal tax refund for direct deposit the refund is sent back to the IRS. The IRS will then mail a refund check to the address on the tax return. This process may take up to 3 weeks or longer after the deposit was rejected by the bank.

Be aware that if you paid any TurboTax fees out of your Federal refund, that refund process uses an intermediary bank to handle your refund, take out the fees, then send the rest of your refund to your bank (or card.) If you used that service, and if a deposit is rejected at the level of your bank, it goes back to the intermediary bank, who will issue you a paper check in the mail. On rare occasions the intermediary bank might return it to the IRS or might require identity verification, but that's less common. That service is managed by third-party company SBTPG.

Are you asking about a Federal refund? If so, what is your situation in regard to that return? Have you already filed the return, and if efiled, was it accepted? If so, are you now asking about a problem with the bank account that you requested to receive a tax refund?
Or is your return still in preparation and not yet filed? If so, are you asking about choosing a refund method prior to filing and want to choose a method other than a bank account?

Did you already e-file? If you did NOT e-file you can go to the FILE section and change how you want to receive your refund. If you want direct deposit you need the routing number and your own account number.
You cannot change banking information while your return is in pending, nor can you change it after the return is accepted. The IRS does not allow it.
If you e-filed:
Banking information for direct deposit is wrong
If you entered incorrect banking information for your refund, you can change it if your return is rejected. If it is accepted, however, it is too late to change it. The bank will reject the refund and send it back to the IRS. Then the IRS will issue a paper check and mail it to the address you put on your tax return. Expect a delay of at least a couple of weeks to receive your refund.

@JADA3 Using someone else's bank account is a bad idea. The bank will reject a deposit for someone whose name is not on the account. They send it back to the IRS and then the IRS has to issue and mail a paper check to you---which delays your refund for weeks. Or....if you chose to have your fees deducted from your federal refund, the deposit went back to the third party bank. That bank has to issue a check to you. And they will add another fee for doing so.
Your tax refund was not sent to TurboTax. TurboTax does not handle your refund at all.
