Is there any way I can contact the IRS by email or phone? I tried calling them but only for the automatic system. Where's my tax refund? Any help would be greatly appreciated.

TurboTax gets no information about the status of your refund.
In normal times, the IRS says that most filers get their refunds within 21 days from the time their tax return is accepted.
Many returns are taking longer now since the IRS did not process returns for a while and there is now a big backlog of unprocessed returns.
The IRS is currently not processing any mailed returns and is not taking any phone calls.
If you efiled your return, have you confirmed that the return was submitted by TurboTax and accepted by the IRS?

Thank you for your response. I have used the tool to check my refund status, and it was saying "A refund date will be provided when available." What can I do now?
There is nothing you can do but wait until they provide a date.
Can I ask you 1 more question? When my 2019 tax return was completed, I realized that I forgot to include my 1095-A form. So I asked a Turbotax agent to help me with this issue, she told me to fix that and print a copy of my 1095-A and 8962 then mail them to the IRS. I did all the steps, how can I know that the IRS has received it or not? Since I did not get any email from the IRS.
You cannot know because the IRS does not acknowledge the receipt of mail. That is why when mailing anything, it should be mailed certified with return receipt or with another tracking service. That it the only proof of mailing that the IRS will accept and the only way to know if it was received by the IRS.
Can I ask did you ever received your taxes. I submitted mine April 1 2020 and received a acceptance from IRS on April 2 2020 but when i use there tool "where's my refund" it comes up nothing. But I can print out my transcript for that year so they have received it.
There have been a lot of delays for 2019 federal refunds. Did you mail your return or e-file?
If you mailed it:

If you mail a tax return (or a payment) to the IRS, it is a good idea to use a mailing service that will track it like UPS or certified mail so you will know it was received.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.
TurboTax will not know anything about your mailed return, and will continue to show “Ready to Mail” on your account. TurboTax will not know that you put your tax return in an envelope and took it to a mailbox. TurboTax does not get updates on mailed (or e-filed) returns.
The IRS refund site is only showing information about 2020 refunds now so it will not show anything about your 2019 refund.

Did you e-file? Did you click a big orange button that said “Transmit my returns now?”
When you e-file your federal return you will receive two emails from TurboTax. The first one will say that your return was submitted. The second email will tell you if your federal return was accepted or rejected. If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.
Does your TT account say that your return was accepted? Or does it say something else—like “rejected”, “printed” or “ready to mail?” If it does not say accepted then it was not filed unless you put it in an envelope yourself and mailed it.
TurboTax does not mail your tax return for you.
If your e-file was accepted:
The IRS refund site only displays information about 2020 refunds now, so you will not see any information there about your 2019 refund.
If you chose to have your fees deducted from your federal refund:

I filed my 2019 return very late. It was a joint return. My wife had died in 2020. IRS sent a memo saying that one of the names on the 1040 was a deceased person and asked for clarification and stated I would receive my refund 6 to 8 weeks after they received clarification. They-did not ask for death certificate. I complied and have gone way past the 6 - 8 week's window with no refund check. What might I do to collect?
