I tried efiling this year and it would not work. So, i mailed in my returns, but was charged 19.99 for efile state I could not use. I need that refunded.

TurboTax Online has always charged a tax preparation fee – not an e-filing fee – to prepare and file federal and state returns. E-filing is included for free.
The same tax preparation fee is charged if you e-file your return or print and mail it in.
That is a terrible answer, because it's just not the case. If you print and mail your state return, there is no fee added. If you efile the state return, there is a fee.
My packaging for Deluxe says state efile is $19.99. When I try to pay with my credit card it tries to collect $24.99. What do I do about that?
Our website states the Efile fee for state is $24.99. Did you purchase this from Turbo Tax?

Same thing happened to me. I paid the fee to electronically file, but it wouldn’t work so I printed and mailed the forms.
How do I get reimbursed for this charge?
No, because we don't charge an e-filing fee in TurboTax Online. When you pay for TurboTax Online, you're charged a tax preparation service fee. The prep fee is charged whether you e-file or print your return.
If your tax return is rejected, you can either fix the rejection and try e-filing again or file a paper return instead.
