For people who have little or no income and didn’t file a tax return or don’t receive any of the federal benefits listed above, they are also eligible for an Economic Impact Payment. They need to register with the Non-Filer tool on IRS.gov as soon as possible so they can receive a payment.
Although some filers, such as high-income filers, will not qualify for an Economic Impact Payment, most will.

There are specific steps to take if you believe someone has claimed your dependents. The IRS page linked below will walk you through those steps. By taking these steps you will be able to have the situation corrected providing you with the refund you are entitled to. Be prepared to file your return by mail.
You can amend any prior year within the three year statute if necessary (currently that would 2019, 2018 and 2017 (2017 must be filed before April 15, 2020).
