Can't track my previous year 2019 refund

I filed my tax return for 2019 late, on Jan 26 because I had to wait for my family to be available to apply for ITIN.

I filed it at an IRS office and its been 8 weeks but I have not received my refund yet or any update.

I received 15103 form but I don't know which address to send it now with the 1040 for this letter, because when I sent it by mail to IRS once with envolope provided, it was returned to me.

I sent my CA tax return by mail in Feb and its been 6 weeks and I can't track it as well.

I tried reaching IRS/CA tax dept but I can't reach them on phone.

Please help me how can I track it or reach them.

I got my state refund last week and ITINs this week. But, I have not received my federal refund yet. How long it may take to receive it federal refund after receiving ITINs?

Due to the IRS' backlog, your tax return is usually processed at least 4-8 weeks after your ITIN is approved.
