Upon checking D-400 isn't showing in H&R Block due to the fact that supplemental forms or worksheets related to that tax topic is awaiting guidance/approval related to State department of revenue. It would be better If you call our Free consultation with our Tax Pro first to make sure If you can file your NC state return without that form or It has to be added first. You can reach them at [phone number removed]. H&R Block does not hold you up from filing even if D-400 is not ready like Turbotax.

I can't understand these posts about "I've filed in NC for many years and never saw a D-400 form, what is it?" This is equivalent to saying "I've filed in the US for many years and never saw a 1040 form, what is it? I have filed in NC for 41 years and ALWAYS had to file a D-400. Maybe the manner in which you submitted your taxes doesn't explicitly show the forms being used? But rest assured, visible or not, NC residents have always filed D-400 forms.
No need to do that sir or ma'am itst a question, I've never seen it before and I've never had to wait for it, but seems like there's always have to be a know it all in the world.
It won't stop your federal frim getting processed. I e-filed. Federal accepted my return 30 mins after I filed. So you can still file even though we're all waiting on NC form D-400. Hope this helps

I've lived in NC for 36 years and never had to file this form. I've been doing my taxes for 8 years on turbo tax and never had to do this. What's it for? Why now? as someone else said before!
So check your 2020 NC tax return...tell us exactly which NC form numbers did you submit?
I like how a couple people are saying this mystery form D-400 has been a thing but I've never once had to have/use one until now and I've been using turbo tax for a decade... Just my W-2 and now my 1099.
True, the forms you enter into the software are mostly W-2 and various 1099 and 1098 forms. But those aren't submitted directly to the NC DOR on their own...their data is entered into the software...and that data is summed up on the D-400 which is the collection of everything....income, deductions, exemptions, credits...they are all are summarized and calculated to produce the final refund or balance due on the D-400.
Likewise if you decide to file your taxes on your own without the software. IF you just send your bare W-2 and various 1098 and 1099 forms to the NC DOR...they'll either shrug and throw them in the trash, or send them back to you wondering what the heck you are doing. Just sending in those forms by themselves wouldn't indicate whether you are single, or married, and how many children you might have. That's what the D-400 and backup schedules deal with...adding everything up in a usable format that the NC DOR will actually process in a coherent fashion.
Does not anyone actually look at the tax returns they have filed? Amazing....
So I'm not from here this is my first year filing and I'm so confused what a D 400 is, can someone explain it too me. I looked online but it's all over the place.
When I E-file will these D 400 forms be completed when they are ready? I live in VA work in NC.
@trudyhunt19 No, you will not be able to initiate the e-file for NC at all until 24 Feb....unless TTX finds a way to get themselves and their software set up sooner. You may even need to run thru the NC Q&A and error check again, since none of us knows what changes will be made. I don't know if this also blocks your VA filing or not.

Here's a link to the NC Dept of Revenue page where you can download the D-400 and instructions as PDF files to see what would be involved if you were to prepare and file the tax forms for NC on your own....without the software. The D-400 form, and the instructions the D-401. You would follow the D-401 instructions to start filling in the D-400, and based on what the instructions describe, use whatever other forms might be required from the forms listed on that download page. Read thru those D-401 instructions just to see why people use software instead.
