2021 Return Rejected but already charged by TurboTax

My 2021 return was rejected when I couldn't verify the AGI with the IRS from my 2020 return because the IRS hasn't posted it.  I can see my 2019 transcript, but there is no information for 2020.

There was no charge when I filed my Federal return, but there was a charge for my State return that was charged by TurboTax.

Can I get that amount refunded since i have to mail in my returns?
