I did a refile from married filing single which was accepted to married filing jointly. I mailed the return to the IRS. (1040S). On the IRS site it indicates that if you refiled your claim a 1040X should be submitted. I printed out the form. Should I submit/mail the 1040X?

But why didn't TurboTax automatically use that form for filing my corrected form?

If you amended a tax return that has already been filed and accepted by the IRS, then the only way to change that original tax return is to use and file a federal amended tax return, Form 1040X.
An amended tax return, Form 1040X, can only be printed, signed, dated and mailed by you to the IRS, it cannot be e-filed. The IRS will take up to 4 months to process the amended tax return.
If you used the procedure to amend the tax return as shown in this TurboTax support FAQ then you were informed that the amended tax return had to be printed and mailed.

Yes but it didn't say anything about needing to print out form 1040X. It just said you had to mail in your tax form. I would not have known anything about the 1040X if I hadn't gone on the IRS website.
If you amended your original return and printed it out then it would have printed out a 1040X to mail with instructions.
