TT cannot release the 1040-X  until the IRS approves TT's version (programming) of it.  This is true for all of the Federal tax forms (and for all the tax prep companies), which is why some have later release dates than others.

Do not try to change anything on your return now.  When you amend, your Form 1040X has to be prepared from the return exactly the way it looked when you filed it originally.   You have to wait.   Once your return has been processed you will complete a Form 1040X   --- which is not yet available --- and submit it to amend the mistakes made when you filed your original return. It takes the IRS at least four months to process an amended return.

The Form 1040X you need is under revision and is not ready yet.  The Form 1040X does not become available in the software until the end of March 2021 (subject to change).

The 1040X will not be available in the software until March 25.  You are correct that the the paper form is on the IRS site.   You can print out that 1040X form if you want to use it—-and prepare your amended return by hand to mail in instead of waiting to use the software and e-file it.

If you want to complete, print, sign, date and mail the 2020 Form 1040-X federal amended tax return to the IRS then use the form on the IRS website - https://www.irs.gov/forms-pubs/about-form-1040x

 

If you want to e-file the 2020 Form 1040-X then you will have to wait for it to be available in the TurboTax program, 03/25/2021.

The 2020 1040X paper form can be downloaded and filled out by hand it you want.   The form for tax software (a schema) has not bee released by the IRS.    Electronic forms are totally different from the paper  form on the IRS website.

Besides - what is the hurry?   Amended returns are currently taking about 6 months to process so a few days won't make much difference.

I received corrected 1099's that will greatly reduce the refund that I've already received from the IRS.  Will I have to pay a penalty for the refund overage?

Yes, probably if the additional tax is not paid by April 15.      Because amended returns are presently taking the IRS about 6 months to process, the tax should be paid directly to the IRS at any time before April 15.
