I filed my 2019 taxes in late January, and they were accepted by February 2nd but I have not received the return yet. I just got a letter from the IRS stating that I must fill out and return form 8962 for the premium tax credit. To my understanding, the PTC only applies to those who claim dependents or those who can be claimed as a dependent, but I am not either of those. Why am I receiving this request? I printed out the form and tried to fill it out so I can mail it back and get my return, but it's an extremely involved form and I'm not sure what to do from here, especially since I shouldn't have to fill out this form in the first place. The letter also states that I can include form 8962 with the corrected information and mail it back within 20 days, so I don't have much time left and I'm panicking. Someone please help me! Thank you, I appreciate any and all advice.

Did you receive health care coverage through one of the state Marketplace Exchanges and received a Form 1095-A for that coverage?
If so, then follow the procedure in this TurboTax support FAQ for the Form 8962 and Form 1095-A as requested by the IRS for 2019 - https://ttlc.intuit.com/community/health-care/help/the-irs-is-requesting-form-8962/01/27409
If you never had health care coverage from one of the state Marketplace Exchanges, then contact the IRS using the phone number on the IRS letter and get the problem resolved since the IRS has incorrect information on your health insurance status.
Thank you for responding so quickly. I did receive coverage from mass health, and I have tried using the directions explaining how to fill out form 8962 to send it back, but I still can't figure it out. It's a very complicated form with lots of things that I don't understand and I'm afraid that I'll mess something up or answer incorrectly, which will then require even more time and effort.
You MUST get the form 1095-A from the Marketplace insurance to complete the form 8962 ... call here:
Thank you. I received the 1095-A form back in January but it doesn't answer any of my questions about the 8962 form. That's why I was thinking it was not the correct form for me. I'm not sure what else to do, and I'm panicking because they said to have the form filled out and returned within 20 days of the date on the letter. That didn't give me much time to figure any of this out, and now it's already there 21st.
