I am preparing my mothers 2016 tax return. She passed away in January 2017. I know her 2017 income & expenses. Can I include those now to finalize all future reporting?

No, you cannot. One year's income and expenses cannot be included with any other year. You will need to file a 2017 tax return in her behalf.
