No, TurboTax does not inform you when the tax refund has been approved by the IRS.  Only if the tax return has either been accepted or rejected by the IRS.

You can check the status for a federal tax refund using the IRS website - https://www.irs.gov/refunds

If you received the 3rd stimulus payment of $1,400 in 2021 then you are Not eligible to receive the Recovery Rebate Credit on your 2021 federal income tax return.
