My spouse abandoned the marriage in 1994. Can I file as Head of Household, I saw that Congress changed this ruling. Am I correct and should I amend?

We have not filed jointly.  He has not lived with me since 1994 and I have never received nor asked for his support.  I have paid all household expenses.

If you have a qualifying person as a dependent you may be able to file as Head of Household.

See this TurboTax support FAQ for filing HOH when married - https://ttlc.intuit.com/community/married/help/can-a-married-person-claim-head-of-household-filing-s...

Paying  all household expenses does not necessarily make you head of household for a tax return.   Are you supporting a qualified dependent?

If you qualify as Head of Household, when you enter your filing status (single or married filing separately) into MyInfo, and then enter your qualifying dependent, TurboTax will offer HOH as your filing status.
