I live in MD, but I worked in DC in VA in 2017. I had three state returns. I received a refund on my MD return, but my other two returns were $0.00 for refund due and taxes owed. My non-resident tax forms list that they can be turned in April and May. Will waiting until later to turn in my non-resident tax forms impact when I'll receive my resident state refund?

It shouldn't. In reality, you aren't required to file returns to either DC or VA. Maryland has reciprocal agreements with DC and VA, so you are only taxed in MD for your income, even though you earned it in DC or VA. If you've already filed DC and VA returns that have zero refund or balance due, this is a confirmation that you did not need to file a return to either place. Those returns should have no effect in and of themselves on how quickly you receive a MD refund.
