What state?  Should be at the end of the state return .

California.  I see line on my California 540, but I cannot get TT (online) to fill in my refund amount there.   There is an other tax situations dialog that lets me apply a Federal refund, but there is no corresponding box for state refunds.

I'm in CA too.  I have an old note that says.....but this is probably for the Desktop program.

 

To apply a California refund to next year open your return and click on the State Taxes tab
Click EDIT by California
Select Continue on the next screen that says Your 2014 California Return or says You've Finished your California Return
If you don't see either of those screens then continue though all the screens until you see one of those pages

Then when you get there
Click the second circle for I've made Federal return changes let's go over California one more time
Continue though many many screens (I had 15 screens) and you will finally come to Apply Refund to 2023 Taxes (if you haven't found it before).

I get all the way to where it wants me to enter my bank account number to receive the refund, and I never saw a place where I could tell it to apply that refund to next year's taxes.  I don't doubt that it can be done, but I can't find it.

It is in the CA interview towards the end ... review the entire state interview again to find that screen.

If you go to the California summary page, Edit Other Situations (see below).  You will see where you can Apply Refund to Next Year.

It is obvious how to apply a federal refund to next year's taxes, but I could not find any way to do the same with my state refund.

The problem was that the California apply-refund-to-next-year box says "leave blank to apply the entire amount", which does not work.  As soon as I wrote an amount (my total) in, that amount was applied.  There should (for both state and federal) be a check-box for "apply all".
