Your reply suggest that the IRS has control of where the money comes from. The IRS indicates that Intuit takes the money out of my account and sends it to the IRS. Which one of you is it?

TurboTax cannot pay any taxes for you, federal or state.
If you have taxes owed and want to pay the taxes by direct debit from your bank account, then you enter that information on your tax returns. The direct debit information is sent with your tax return to the IRS. The IRS then debits your account based on the information you provided and the date your requested the taxes to be paid.
