I have been trying to get through on the IRS number since May to verify my identity, with no success.  I call the second they open and immediately get the voice prompt that due to overwhelming volumes, no addtl calls can be accepted.  I call all day, eve.  Niw Turbo Tax is trying to get their  payment but I have ZERO money.  I never even got ANY OF THE STIMULUS payments yet.  Suggestions?

You and millions of others.     The letters are computer generated but the phone must be answered by a human and the IRS is very understaffed due to COVID and has a huge backlog.       This has been on TV lately that only 2-5% of calls get answered at all.

You might try booking an appointment at a local IRS office or keep trying.

If you chose to pay your TurboTax fees out of your Federal refund, and if your Federal refund has been delayed unusually long at the IRS (or if it's been reduced), after a certain number of days TurboTax will want to be paid.  They likely started sending you emailed bills to pay.  If you don't respond by either paying or asking for a deferment, they will ultimately debit your bank account.  If you wish to ask for a deferment, you need to do so quickly.

See this FAQ that explains the process.  The first paragraph of the FAQ has a special phone number if you have a question or have a hardship and need to ask for a deferment.

Hours are 5AM-5 PM Pacific (8AM-8PM Eastern),  Mon-Fri.

If you need to ask for a deferment, you should call them as soon as possible.  Once they actually start the debit process, they say they can't stop it.

FAQ:  Why was my bank account auto-debited for the TurboTax fees?

The first paragraph there says:

If you’re in need of assistance, call us by the Tuesday prior to your debit date at 1-888-808-1723 to speak with a trained specialist and mention “auto-debit”, or visit TurboTax Support.

I HAVE TO VERIFY MY IDENTITY

https://turbotax.intuit.com/tax-tips/security/tips-for-handling-identity-verification-requests-from-...

https://www.irs.gov/identity-theft-fraud-scams/identity-verification-for-irs-letter-recipients

The letter will explain the steps you need to take to confirm your identity and which tax return is in question, including the form and the year. For example, it might reference your Form 1040 for the 2020 tax year.

If you receive a 5071C letter, review it carefully and decide how you want to verify your identity. The IRS provides three options:

Online: Visit the IRS Identity Verification Service website. It will ask you to enter information and electronically verify your return. https://www.irs.gov/identity-theft-fraud-scams/identity-verification-for-irs-letter-recipients

By phone: If you prefer to resolve the issue over the phone, call the number listed on your 5071C letter.

In person: If the IRS can't verify your identity by phone or online, you may be asked to make an appointment with your local IRS office.2 You should attempt to verify online or by phone first.

What You'll Need to Confirm Your Identity:

You'll need several items on hand when you contact the IRS. They include:

Your 5071C letter
The tax return referenced in the letter
A previous year's tax return
The supporting documents associated with both tax returns (W-2s, 1099s, etc.)
If you're verifying online, you'll also need:

Your cell phone number
The mailing address from your previous year's tax return
Your personal account number from an auto loan, credit card, mortgage, home equity loan or line of credit, or student loan

The IRS says to allow up to 9 weeks after you verified your identity.  It may not take that long, but that's what the website says for 4883C and 5071C letters, assuming you received one of those.
