Federal and state refunds come from completely separate entities. There is no rule as to which one will come in first or how long it will be between their arrival in your account.
TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer. “21 days” is not a promise from TurboTax or the IRS.
First, check your e-file status to see if your return was accepted:

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 35a of your 2024 Form 1040) of your federal refund to track your Federal refund:

On your site’s tax status page, it only says “ready to mail” for the refund I’m supposed to receive, even though it’s been well over 21 days. When I check my tax status through the IRS, there’s no record of a submission under my name. Could there be a problem with the system or with my submission?

At the Tax Home a status of "ready to mail" means that TurboTax thinks you are planning to file the return by mail--by printing, signing, and physically mailing it at the post office. If you want to file by mail, TurboTax does not mail it for you; you have to do it. If you chose that method and didn't mail it, then your return has not been filed.

This is getting more complicated. That appears to be a problem with the NY state return. Looks like you tried to efile an amended return for NY state when the original NY state return had not been efiled. How did you end up with an amended NY state return? Did you mistakenly start an amended NY return when the original NY return had not yet been filed at all? Or did you file the NY return previously by printing and mailing it, and then purposely started an amended return?
As for the Federal, did you end up being able to efile your Federal return? i.e., if the Federal return had said "ready to mail" at the Tax Home, did you choose to print and mail the Federal, or did you change it to efile and successfully transmitted it?
Also be aware that once you get the NY state issue untangled, you can only efile a NY state return at the same time as the Federal return, OR if the Federal return was efiled previously by itself, you can efile the NY state return by itself after an efiled Federal return has been accepted.
NOTE: As for the filing deadline, it's fast approaching, so if you haven't yet filed an original return and can't do so today, you might have to file for an extension until you get this worked out. But you're also running out of time to get an extension.
I don't work for TurboTax. I'm a fellow user, and only familiar with a couple of states, neither of which is NY. Sorry, I can't help you specifically with a New York state return and how to clear up that issue if you started a NY amended return by mistake.
