State taxes owed can Never be paid from a Federal Tax Refund.
On the Tax Home web page what you see is the Net of the refund and taxes owed. This is only arithmetic and does not indicate the taxes owed were paid from the refund.
You misunderstood.
It is not possible to pay your state tax due from your federal refund, nor is it possible to pay a federal tax due from a state refund. The federal and state treasuries are completely separate from each other. You may have seen a TurboTax summary of your federal and state amounts that confused you into thinking one was “paying” the other. It is not. The ONLY thing you can pay for from a federal refund is your TurboTax fees if you chose that option.
You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

Are you talking about state tax owed to Delaware or the TurboTax fee for the Delaware program?
As Tax Champs @DoninGA and @xmasbaby0 said, you cannot have state taxes owed taken out of your return.
TurboTax can deduct the tax preparation fees for federal and state from your federal refund through the Refund Processing Service.
You can pay your Delaware tax by scheduling a transfer from your bank account, sending a check or money order to Delaware or pay the tax online directly to the state at Form 200-VI.
