That's confusing. You say it was completed but never submitted. Then in the next sentence you say "submitted to the IRS." What do you mean by the term "refile?" Did you efile initially, but it was rejected, so it hasn't really been filed at all? Or did the IRS receive and process it, and now you need to formally amend it?
First of all, if your submitted 2018 return was rejected and thus never filed, and if you need to continue working on it or correct something, then you'll need to finish your 2018 return in the 2018 desktop software. Since you paid for your 2018 product, TurboTax Support should furnish you the 2018 software. Then you can download your *.tax2018 data file and open it in the 2018 software. You can contact TurboTax Support through this form to get the 2018 software or for further guidance:

You do NOT have to file a 2020 return in order to download your 2018 return PDF file and your *.tax2018 data file. You might have to START one in order to get the links to appear, but you are not obligated to use it, and do not have to purchase it. See the steps in this other thread which has some images on how to get past the initial screens and get to the 2018 PDF and the *.tax2018 data file.
@ tiffdeitchler I've revised the answer above a bit, since it's not clear what all you have done in regards to your 2018 return and what you are needing to do now.
Yes, I’m sorry to be confusing, but that’s because I’m so confused myself.
The IRS says it processed, but it also states that I amended it, but nothing ever came of it because it was not submitted. I’m not sure if I’m using the right language here...
Anyway, I can not get through Support to talk to anyone. Each time I call, the automated voice says to go back online.
Also, I tried to start my 2020 taxes to have access and it still won’t allow me to view the PDF from 2018. I’m not able to put more info into the 2020 tax forms because I don’t have that info yet.

This is a user community forum, not a direct route to TurboTax Support. Things are still not clear. So did you successfully efile a 2018 return to the the IRS, and the IRS accepted and processed the 2018 return? If so, did you receive a 2018 tax refund from the IRS, or did you have to pay 2018 tax due to the IRS? And then did you later start an amended return Form 1040X to correct something, but never mailed it?
If you need to amend a successfully filed return, that is a different ballgame and done a different way.
I don't know why you can't reach Customer Support by phone via the contact link I provided in my first answer above. Try the steps in this FAQ:

BTW, that FAQ has the wrong hours. It has not been updated. The current hours are 5AM-9PM Pacific (8AM-12 Midnight Eastern) 7 days/week. So they are open now.
Again, you do not have to fill out a 2020 return to get access to a prior return. You might have to start one; i.e., you may have to choose a 2020 product, but you don't have to fill anything out.

Also, you didn't say "what" product you recently started for 2020. To have phone support, you must use PLUS or higher. If you chose Free Edition, it doesn't have phone support. When you phone TurboTax Support, if you are in Free Edition, they would ask you to upgrade and pay for PLUS (or higher). But even in Free Edition one can use the direct messaging for free at Twitter and Facebook.
