If I pay my tax, would I still have my refund or no? I owe small amount.

What do you mean by "if I pay my taxes?"  What tax year are you asking about?

Wasn’t able to what?  File your 2017 return? Did you fill it out in the Online version?  Online is closed for 2017.  Online is only for 2018 now.  If you need to finish 2017 you have to use the Desktop program on a full Windows or Mac computer.

I don't understand your question. When you file your tax return you either have a payment due or your get a refund. You don't pay and then get a refund.

It seems like you are confused as to whether you owe or are getting a tax refund.  It cannot be both.  LOOK at your tax return:
DO I OWE OR AM I GETTING A REFUND?
On 1040EZ  look on line 13a for a refund       OR   Line 14 for a balance due that you OWE
On 1040A    look on line  48 a for a refund     OR  Line 50 for a balance due that you OWE
On 1040       look on line  76 a for a refund    OR  Line 78 for a balance due that you OWE

I got it. I owe 1040EZ. That is reason why I did not get my refund. I owe. Someone has pointed direction for me to pay my taxes that I owe.

You still do not make any sense.  If you owe additional tax then you do NOT get ANY refund.   You only get a refund if you do not paid too much tax.

You do not see an amount on line 13a of that 1040EZ,, right?  That means you will NOT be getting a tax refund.  And since you are late in paying the tax you owe, you can expect a bill later on from the IRS for your late filing penalty and interest on the amount that you owe.  TurboTax will not calculate that amount.  The IRS will figure it out and bill you for it based on how much you owe and when they receive your payment.
