How long after the bank rejects my refund will it take the IRS to issue me a paper check

The timeframe it takes for the IRS to process refunds is determined by them. As a standard it typically takes 21 days. If you mail a return to the IRS, it can take longer.

I called the IRS my fund hit my bankn 8/10/2023 pending bank deposit. however the bank is closed that the funds where they were suppose to be deposited to. so they now have to send the money back to the IRS and the lady on the phone said it would take up to 5 weeeks?

Yes it will take awhile.  If the bank rejects the deposit the IRS will mail a check to the address on the return.
