Because I got an email that said they were paid in full.

When you choose to pay your TurboTax fees out of the Federal refund, that service is handled by an intermediary company (SBTPG) that receives your refund and deducts the fees before sending it on to you. 

 

Did you just get the email recently?   

Perhaps SBTPG has received the funds from the IRS and is in the process of sending the rest on to your bank account (or card.)   This is a user community forum, so we won't know for sure here, but here's one way to check:

 

You can use the refund look-up tool at the SBTPG website.

At the page below, choose the "For Taxpayers" link.

Then on the next screen choose "Check with TPG."

There's also another possibility.

Did TurboTax auto-debit your bank account for the fees because of an unusually long delay at the IRS?

Check your bank account to see.

When your file your tax return successfully and you choose to pay your fees from your Federal refund, the TurboTax program considers the fee paid, even though the federal refund has not been released yet. This is why you see "Payment Completed".

 

As soon as your return is accepted by the IRS, your info shows at SBTPG, it should have your expected refund amount and it will say that they have not received your refund yet. Once they have your return it will update and tell you when they received it, what they received, what they deducted and when they sent it to your direct deposit account.
