I have already filled my 2021 Tax but because I did not recieved Stimulation payment I opened my Turbotax trying to do Amend but I do not see the option to add the Recovery Rebate Credit.

Check your 2021 Form 1040 and see if there is an amount on line 30. If you see an amount there---that is your recovery rebate credit. If you were someone else's dependent for 2021 or if your income exceeded the limit, then you may not have been eligible for the credit. If you are not eligible then the screens to enter information for the credit will not appear for you.
And....check your online account with the IRS to see if the IRS says the 3rd stimulus was sent to you:

You can get to the Recovery Rebate Credit in TurboTax for 2021 by typing "stimulus" (without the quotes) in the Search box, then clicking the link that says "Jump to stimulus." However, this will not work if you are not eligible for the credit either because you can be claimed as a dependent or because your AGI is over the maximum for your filing status.

You have to complete and file a 2021 tax return completing the Recovery Rebate Credit section.
To complete and file a 2021 tax return using TurboTax you would need to purchase, download and install on a personal computer one of the 2021 desktop editions from this website - https://turbotax.intuit.com/personal-taxes/past-years-products/
A 2021 tax return can only be printed and mailed, it cannot be e-filed using TurboTax.
