We included one child as eligible for the EIC and Turbotax credited us with the full $3,584 which was only eligible if income was between $9,700 and $23,650. Our wages were $32,616 and AGI was $20,304. The IRS sent us an adjustment to our refund by changing the EIC credit to $2,400. Is this due to an error in the Turbotax program or an incorrect adjustment by the IRS?

Did you have unemployment on the return ? If so the IRS corrected for the new exclusion which would have reduced your income and reduced the EIC as well. So you can amend the return if using the 2019 earned income amount was better then the adjusted 2020 earned income figure.
No unemployment on the return. The Adjusted Refund letter references the AGI of $20,304. That fits within the range Turbotax shows should result in the full $3,584 EIC being applied. So why did the IRS reduce the EIC credit to $2,400?
