I also had the the erronous duplicate 1099-R problem. Adding the penny fixed it but then I also had the same issue with duplicate W2's. The penny work around worked for the W2's also.
We'd like to research this. Please send us a copy of your tax return so we can look more into this experience.
If you're using TurboTax Online, follow the directions below:

5. This will generate a message that a diagnostic copy will be created. Click on OK, the tax file gets sanitized and transmitted to us.
6. Please provide the Token Number that was generated onto a response.

It is a little late! You are asking for copies of the original rejected E-file forms. All of us that have had the issue have already added a penny to get the forms accepted. Sorry. Why did it take two weeks and a posting on FB before TT reacted to the discovery of the issue?
Are you looking for the return where we added a penny? I don't have the file that rejected, although I could re-create/duplicate it easily.
I got the same msg.
It's a Turbotax problem. The 1009R has an account # at the end of 1099R Turbotax should track and do a comparison prior to sending it to IRS.
Turbotax explanation of if you can't find the problem mail to IRS is a giveaway
I have been using TurboTax for more than 30 yrs and this is my first rejection.
I've been having this problem with the 1099R, and have re-submitted with the penny 'trick' on one of the forms without success (maybe I need to touch two forms).
I'd gladly send you a copy for debug so I can submit this the right way. My token is 813192
I'm having the same issue with me and my wife. Same amount was taken out but names and tax amount are different yet Turbo Tax is rejecting my filing because of duplicate 1099-R
As some of responses have indicated, I added a penny (.01) to income to one of two form 1099-R's that had the same amounts for gross distribution and Federal withholding amounts. And the same payer (TIN). And to my surprise the tax returns was shortly ACCEPTED by the IRS as an e-file income tax return.
same situation of spouse/me having same payor and amount for 1099R. rejected 3 times despite changing/modifying things such as payor address, adding account numbers, etc. decided to add a penny to one of the 1099R's as suggested in this thread. accepted 2 hrs later. thank you all who came up with this and posted the result
Check your acct #s. turbo loaded my acct# twice. If so manually change the number for each acct on your 1099R
To the individual indicated they corrected the account number. In my situation the account number is the same for three different IRA funds. I did enter the fund names. Each is different. IRS rejected the submission indicating duplicate 1099-R.
Why didn't Turbo-tax let me know that others were having this problem? Might have saved me a lot of sweat and grief. Two entries from the same payer, same name, but different amounts and the same IRA Tax number. Info was input by payer and appears correct on my 1099-R form. They were accepted in 2019. No help from Intuit virtual assistant. After two rejections, I tried adding a longer account number on one. Fingers crossed.
I submitted a TurboTax diagnostic copy of my return on this issue. It was assigned token # 814625.
I'd be interested to hear what and where the real problem is on this issue.
We have same issue. It's rejected because of duplicate 1099R. We share our file. Please let me know asap you can fix or not. Because our state doesn't admit extension. We have to file by next week.
Token number is 814723.
My first e-file was rejected due to duplicate 1099R (2 separate distributions, same amounts from same payer but different IRA accounts). I added a penny on one of the 1099R, less than half an hour after resubmitting (e-file) my ITR, I received an email saying "Your Federal Return Accepted."
Penny adjustment did work!
