I filed 2020 and turbo tax said i owed zero.

IRS sent me a bill for $350 owed. I sent them the money

Where do I enter that on 2021 tax form?

You do not enter it anywhere on your 2021 return. Federal tax you paid last year is not deductible on your 2021 tax return.
