No, it does not cost money to amend your taxes. Just remember that you can only amend taxes as far as 3 years back. And know that all amended taxes have to mailed.
To amend your 2016 taxes if you need to make changes and your taxes were already e-filed and accepted (or mailed)
1.Sign into your TurboTax account, if you're not already signed in.
2.In the 2016 tax year section, click amend (change) return.
3. In the pop-up, click amend using TurboTax online.
4.Click continue on the we'll help you change (amend) your return screen.
5.Follow the on-screen directions to amend your return.
6.When you're done, will provide instructions to print and mail your
amended return because and amended return can't be e-filed.
And if you need to file prior years follow the instructions below:

Dental expenses can be entered as medical expenses, and are subject to a very tough threshold to meet in order to affect your tax return. For 2017 if you were under the age of 65 only the amount of medical expenses in excess of 10% of your AGI (or if you were 65 or older 7.5% if your AGI) counted toward the itemized deduction for medical expenses.
So if you had enough other medical expenses and itemized deductions to exceed your standard deduction for your 2017 return, it *might* be worthwhile to amend your 2017 return.
A 1040X cannot be e-filed. It must be printed and mailed. It will take about 3-4 months for the IRS to process an amended return. It is a good idea to use a mailing service that will track it, like UPS or certified mail, so you will know it was received.

That can't be the Turbo Tax fee. That must be a tax due?
Did you get the first refund from the wrong filed return? When you Amended you should have deleted the 2018 W2s and entered your 2019 info. You will get the full refund from the wrong return but you may need to pay some if it back on the amended return.
In fact you should not even amend until the first return has fully processed and you get the first refund or your tax due payment has cleared.
Then the amended return is only for the difference you get back or owe. I think the cover sheet shows what the original return WOULD have been if you did it right the first time.
Go by the actual 1040X. Line 18 should be your original refund amount and line 22 should be your additional refund. If you paid on your original return it will be on line 16. If there is an amount owed with the amendment, it will be on line 20.
If you have a tax due, do not send the 1040V. Just include a check with the 1040X. Ignore the 1040V. That is for the original return or what the original return would have been if it didn’t need correcting. Don’t pay the amount on the 1040V. Pay the amount on the actual 1040X.

Then when you amended your tax return you must have needed to upgrade to one of the higher editions because the edition you used to file your return does not support what you are entering for the amended return.
