w-2's only if you mail in your return. 1099's only if you mail in your return and there is withholding.
If you are e-filing the tax return you do not mail any tax documents to the IRS. The information form the W-2's and Form 1099's is included in the e-filed return.
If you are printing and mailing your tax return then you would include all W-2's and Form 1099's which show taxes withheld with the mailed tax return.
If you filing with paper, yes, you need to include any document that shows any Federal withholding taxes. That should almost automatically include W-2s...they should be included.
F1099s, depends. If no federal withholding, or other Federal taxes, then no. For a state, the same applies.
