The IRS has not clarified if they are going to allow changes to direct deposit information they already have for tax filers. This is all they have published at this time regarding economic impact payments and direct deposit:
How will the IRS know where to send my payment?
The vast majority of people do not need to take any action. The IRS will calculate and automatically send the economic impact payment to those eligible.
For people who have already filed their 2019 tax returns, the IRS will use this information to calculate the payment amount. For those who have not yet filed their return for 2019, the IRS will use information from their 2018 tax filing to calculate the payment. The economic impact payment will be deposited directly into the same banking account reflected on the return filed.
The IRS does not have my direct deposit information. What can I do?
In the coming weeks, Treasury plans to develop a web-based portal for individuals to provide their banking information to the IRS online, so that individuals can receive payments immediately as opposed to checks in the mail.

How do I change my direct deposit
You are not able to update your direct deposit information once you have submitted your tax return and it has been accepted by the IRS. If your financial institution rejects the deposit, the government will mail your refund check. Please see What if I entered the wrong bank account for direct deposit? for additional information.
On my tax return I put my bank account number on it with the routing number but my account is closed what do I do

I didn't file this year

I am not required to file on social security. Though I want to file because have 1 child given to me by courts 14 years ago so I should be eligible for earned income credits
Can I file 2018 and 19 now to give that info and if so please give me the directions to do that thanks
The stimulus payment does not qualify as earned income and can not be used to qualify for earned income credit.
Does ss income qualify if not I worked a job and earned 1200.00 will that qualify earned income
