You can not convert a pdf file into a .tax2019 file. In you used the Online version you can download the .tax file.
You should always save both the PDF file and the tax data file each year so you have a copy when you need it or if you ever need to amend it in the future. You shouldn't rely on getting a copy from Turbo Tax.

Why doesn't that link work for you?
It works when:
1. Using online TurboTax
2. The original TurboTax was saved in 1040, 1040A, or 1040EZ.
Turbotax does not answer this. I have my friends turbotax he saved as pdf. I tried to import and all it gives is there name which is useless may as well just enter that your self. Because of this I told him go with another tax program that is cheaper or online. Also turbotax did not answer the question

@ltursi Yes the pdf is very limited. You need the actual .tax2021 file to transfer. If he used the online version you can download it. Or if he used the Desktop program he should have the .tax2021 file on his computer.
