Turbo Tax did not compute a late payment penalty for CA State Tax and I just got a bill from CA FTB.
I'm supposed to be covered 100% by Intuit.
What does that mean in this situation?

Even if Turbo Tax calculated the underpayment Penalty it would Just be an estimate. It's common and expected to be billed from the IRS or state for more depending on exactly when they get your tax due payment.
