I filed my Federal and State Tax Return on March 26, 2023. I did not pay attention that I didn't receive a notification from Turbotax that they were accepted. Is it possible to re-send via e-file my Tax Returns?

Yes if you didn't efile or it rejected or mailed it you can try to efile again. Click on Add a State to let you back in. If it did go though the first time it the second time will reject. That's ok.
When you efile you get back 2 emails. The first email only confirms the transmission. The second email says if the IRS (or state) Accepted or Rejected your efile.
When you log into your account you should also see the status and if it was Accepted or Rejected, Started, Printed, Ready to Mail, etc. What does it say?

Do you mean I have to launch the Turbotax program again?
Yes. Did you use the Online version or the Desktop installed program? You have to open your return and continue though the Review and then File tab all the way to the very end and hit the big orange Transmit Returns now button. Did you do that the first time?
Did you check your emails and spam folder? Did you check the efile status lookup? If you used the Desktop program, you have to check the filing status inside the program. Open your return and go up to menu item
File > Electronic Filing > Check Electronic Filing Status
I did mine on Desktop installed program.
I believe the e-file didn't go through, because if it did I would have already received my State Tax Refund, and in checking my bank statements no deposit for that refund was ever recorded, and also, Federal didn't withdraw the amount I was due. So, I am confident the e-file didn't go through.
Will I be penalized for submitting the Tax Returns late?
1) open program to check on the efiling status
2) if not already efiled successfully open the return and complete the FILE tab until you click on the orange file now button
3) filing late ... there is no penalty if you are getting a refund.
No penalty for resubmitting the return. There will be penalty and interest for any money owed and not paid on time. The IRS will send you a letter telling you what is owed.
