I was told I have to file a non resident return for DC, for an internship. I paid for Turbo Tax to prepare a DC return, but the form is not included.

The worksheet includes DC and I have instructions on how to mail it, but there is no actual form to sign and send in for DC that's included.

I was told I have to file a non resident return for DC, for an internship. I paid for Turbo Tax to prepare a DC return, but the form is not included.

If you work in DC and live in any other state, you're not subject to DC income tax.  Therefore there's no out-of-state credit to be taken on your return.  If you go to the Personal Info section, scroll down to Other State Income, click Edit and delete DC you should be OK.

Here's some of filing requirements as listed in the DC tax instructions:

You do not need to file a current year DC Individual Income tax return if:
• You were not required to file a federal income tax return.
• You were not considered a resident of DC during the taxable year.

• You were an elected member of the US government who was not domiciled in DC.
• You were an employee on the personal staff of an elected member of the US Congress and you and the elected member were bonafide residents of the same state.

You are not required to file a DC return if you are a nonresident of DC unless you are claiming a refund of DC taxes withheld or DC estimated taxes paid. Use Form D-40B, Non-Resident Request for Refund (available by visiting http://otr.cfo.dc.gov/node/379192).

If I was not entitled to a refund, why did TurboTax tell me to pay for the "state" filing (DC isn't a state!) and then tell me to print and mail the returns?  I wasn't entitled to a refund (total $0) so why did it prompt me to pay for a print and useless piece of paper?

DITTO!  I don’t understand what I paid for given that TurboTax should have already known I didn’t need to file at all in DC.  I would like a refund of the $40 I paid TurboTax for not having to file in DC!

You need to file a DC nonresident return to get a refund of any DC taxes withheld.

I just waited an hour for an agent and asked for a refund but she insisted the form was there and spent an extra half hour asking me to search for it.  So we only need to file to get a refund?  If so I will not file next year, but turbo tax kept asking me to because I rent out property there, but we don't make anything much from it.

I had the same issue (though did not pay to file). It would have been nice to have been told this upfront rather than making me spend several hours trying to figure out what went wrong.

@cheergrl  depending on the amount of rent received, you may be required to file in DC, you probably are... It isn't the net but the gross rental that matters.

and it just happened to me: 2 phone calls and a chunk of time with TurboTax "experts"no filing even necessary with a 0 refund and yet the online gremlins charge $40 for an unnecessary filing. even doing a google search results in 'all non-residents must file form D-40b' on several sites. apparently this issue has been going on for 3 years - why hasn't this been resolved?

Yeah, this just happened to me. Has anyone had any luck getting a refund from Turbo Tax on this? I spent an hour on the phone with a customer service rep last night to no avail. I paid them for the DC return, but then I go to print it out and there is no return.

Like many others in this thread, I had no tax due/no refund coming for a 2017 non-resident DC income tax return, but the TurboTax instructions said that my DC return would print-out -- NOT.  This should be fixed before more customers waste their money and TurboTax's time.
