If I have two W-2s from two different employers, and my wages on one of them was $9,470 and the second was $13,865, do I have to file the one that's $9,470 since it's below the minimum income requirement for me? Can I just file the one that's $13,865?

You need to include all of your income from 2016 on your tax return. So, you will need to include all of the W-2s that you received for 2016 when you file your return.
