Yes, you can. To get through to file your return, choose to pay taxes owed by check, then you can continue on to e-file. Just note that any taxes due not paid by today (April 15, 2019) will incur interest & a penalty until the taxes are paid in full.
When you are ready to pay your taxes, for Federal you can mail in a check with the payment voucher (1040-V) that will print after you file your return. Or, you can pay on the IRS website.
If you owe State taxes, you can go to your state website to pay onilne.
