Why can't I get back to the beginning of the programm as I used to be able in previous years

Yes, you can still get back to the beginning, or any section, of TurboTax at anytime. The only time you may not see these is when you start for free and are in the interview asking questions about which product will work best for you. 

If you do not see the tabs (Personal Info, Federal Taxes, etc) at the top of the screen, you may need to maximize your screen/zoom out (desktop view) or click on the three lines on the top left of the screen (mobile/compressed view).
