I did not get a 1099-misc for $13,600. income, TT online won’t allow to report without 1099. How/where do I enter this income?

I tried to enter under 1099-misc, but it wants the employer details. Should I enter as if I did get the form?

Yes, you can just enter the amount as if you did not get the form.  The IRS will only check to make sure you reported the income, not who it came from.
