I underpaid my w/h this year & was charged a penalty. Turbo gave me qtly forms to pay ahead next yr. Can't I just increase my withholding instead of paying ahead qtly?

Yes. The estimates are optional to pay and don’t get sent with your return so the IRS isn’t expecting them.
