Did you post before?  This is the only post you have made under this username.  Do you need to pay the Turbo Tax fees or the IRS or state tax due?

Are the fees supposed to come out of your refund?

If the IRS is taking too long to send your refund you still have to pay the fees in time.  After 36 days after your original estimated refund date.
